Questions on Military volunteer Recruitment

I was chatting with a fellow political affairs enthusiast recently and we were talking on the recent Miltary volunteer recruitment Program when 2 questions came up....What if BH uses this as an oppurtunity to plant their men in the army? is there any way the Nigerian army can properly scrutinize recruits and prevent further calamity?

He was actually against the recruitment program and i was supporting it...but after he asked these questions..i became quiet!..pls do u guys have any suggestions or possible answers? it would be greatly appreciated.
